Question is are we talking legal ebike power/speed levels?
Build a ebike helmet based on the legal speeds and the highest percentage of ebike type crashes.
Would seem logical, for a price premium.
More testing
High price.

Bicycle companies do like to always bring out the new stuff, so maybe an ebike category of helmet with a cost of +40% depending on their forecasted sales dependant on ebike sales to a certain extent.

I inflate the Tyre 45 to 50 lb or more . Hard. You may have to relace hub motor into a motorcycle/moped rim but only after trying other methods no doubt. You can save money on brake pads by going Direct Drive and using e-brake/regen braking. Some posted that they hardly ever use their brake pads. 28mph seems steep for a max speed. I know Canada is 32kph, which is 19mph'ish.

If you are concerned, step up to a motorcycle/scooter/moped helmet from dealerships.

Bicycle helmets are meant for people riding human powered bicycles, not a MOTORED BICYCLE.

Motorcycle fork makes little sense.
Motorcycle rims and tires makes sense for some with problems related to flat tires.

At a certain point, some just give up on counting ounces.

Why not just install and ride and see how it goes with the perfect controller match for your needs.

Otherwise if it under performs, get a bigger motor.
And if it over performs, get a smaller motor or keep it and limit it.

You should really skip those motors entirely and step up to real motors. What will the motor be used on? You could look at mid drive motors like the http://www.cyclone-tw.com/ or the BBSHD's. Or look at the https://www.leafbike.com/ hub motors. Or go with the generic hub motors from Yescomusa, Xcces...
