A 26 inch bicycle wheel has an outside diameter of not more than 22.5 inches before the tire is mounted. The diameter of the tire bead is 559mm, or 22”. Heh! I honestly don't know what class my bike really is. It should be 2, as the actual top speed is maybe 22MPH, with an indicated top speed of 25 or 26. It has a thumb throttle assist. It's 500 watts. Maybe I will take the windshield off for the Summer after all...

If you want to source non-Chinese packs or modules, look at Nissan Leaf packs. North American packs made after March of 2013 are built in the US, albeit likely with a mixed source of components. I don't know about that specific controller, but when there is a PAS and a throttle, they almost always are used together, with the throttle overriding the PAS.
